Synopsis
Before the opening title we see the murder of another victim by a man on a motorbike. Female journalist Rahimi, (), arriveson the bus to investigate why the serial killer has not been caught. The police appear to be doing nothing, her new colleague, a local journalist is initially sceptical of her views - that there is an underlying mysoginy and sexism that means the killer is not being pursued. She talks to the police, the clergy (who are the law) and tries to reach out to the girls on the street.
Meanwhile the killer is a family man and war veteran who has religious convictions that are driving him to cleanse the streets of fallen women. He hunts them when his wife and children go to visit her parents once a week, takes them to his home, where he strangles them.
Eventually Rahimi tries dressing as a protitiute as bait to catch the man in the square where she has found many victims have been taken. She has her partner covering her, but when she gets on the bike he can't keep up in the car and looses them. In the appartment she has to fight off the Saeed and escapes, which leads to his capture.
The juducual process despite being corrupted by the conflict between religion and politics does evenually serve justice, albeit with a twist in the end. There is massive popular support for Saeed and his attitudes have been picked up by his young son.
